GCS program management and acquisition professionals are able to integrate their support, bridging the gap between procurement functions and program and contract management — leveraging resources to enable the team to work toward common program goals. By combining exceptional communications skills with effective management tools in the area of cost, schedule, technical risk, and personnel and other interdependencies, our PMP and DAWIA-certified program managers enable clients to achieve program success – on time and on budget. In addition to being tightly focused on the client’s current needs, our approach is timely, scalable, and stakeholder-centric. GCS utilizes a best-practice approach based on the Project Management Institute’s (PMI) Program Management Body of Knowledge (PMBOK) to manage complex programs. GCS program management services include:
- Requirements Definition
GCS excels at building trust with stakeholders, enabling us to facilitate collaboration on and definition of program scope and parameters, objectives, baselines, and more. Our experienced program managers have mastered effective relationship and communication skills necessary to help develop a collaborative process. GCS uses structured interviews to achieve a useful description of the requirements. This process enables us to lead discussions with stakeholders to define a baseline for performance measurement and control, develop detailed work breakdown structure, identify constraints, challenge assumptions, reconcile differences and resolve issues. OMB-required cost benefit and alternative analysis approaches are used to build alternatives for requirement analysis. For IT and software requirements, the software and service development lifecycle (SDLC) documentation phases and templates applicable to various lifecycle development modes are provided. GCS follows through to develop and achieve consensus on and acceptance of the final requirements definition document, which drives our development of detailed work structures, scope change controls, and more. In the end, our requirements definition expertise helps clients achieve superior program success in terms of performance to budget, schedule, and technical performance.
- Cost, Schedule & Performance Management
Our expertise in the area of cost, schedule and technical performance management ranges from analyzing program data through detailed tracking and reporting of resources and activities, to management and measurement of sub-contractor performance and outcomes. GCS employs Earned Value Management (EVM) technique to measure the financial performance of the project and integrate the various processes as the program progresses from initiation through completion. We rely on PMBOK-based best practices and tools to effectively integrate and manage the budget, schedule, tasks, subcontractors, risk factors, and performance metrics of both straightforward and complex programs. We ensure programs achieve interim and ultimate success milestones and objectives while remaining within cost by continually evaluating program progress and the impact of changes. In short, GCS works closely with our clients to balance the project’s “Triple Constraint” of scope, schedule (time) and cost.
- Quality Assurance/Quality Control
Our Quality Assurance experts combine acquisition experience with technical expertise to help clients assure that requirements have been met. Effective program management and compliance-focused assessments provide added assurance that the program is progressing as planned. Our Quality Assurance approach and relevant plans align with strategic acquisition plans and contribute to improve efficiencies and achieve cost savings. Our expertise includes helping clients define the metrics, measures and processes for monitoring quality performance and ensuring appropriate quality controls are integrated throughout the entire acquisition lifecycle. We also support clients in the implementation of client or supplier QA/QC plans, including developing and executing training programs, monitoring and analyzing performance trends, outcomes and compliance, and recommending adjustments in contracting practices to help achieve performance goals. Our Quality Assurance/Quality Control plans are fully compliant with government regulations including Office of Federal Procurement Policy standards as well as Six Sigma and other relevant industry best practices and continuous improvement programs.
- Risk Management
Risk management is an integral component of the GCS program management methodology. As part of our thorough PMBOK-best-standards-based strategic planning process, we conduct a qualitative risk analysis that identifies, assesses and quantifies threats to program budget, schedule, and performance outcomes. We then develop a risk management plan that proactively addresses implications of uncertainty in achieving program objectives as well as recommended mitigation and remediation actions to include effective risk responses as well as methods and measures for monitoring and controlling risks. GCS has assisted agencies in the design of strategic procurement initiatives through the focused use of spend analysis to identify targets for savings. With our expertise, clients can minimize program threats while maximizing opportunities to enhance program success.
- Finance/Accounting Support
GCS offers clients a comprehensive line of finance and accounting services to support the effective management of contracts and programs. Our expertise and support ranges from financial and budget analyses, financial reporting and reconciliation to general ledger, accounts payable, accounts receivable, invoicing, collections, payroll, audit preparation, and tax assistance. Our services include analytical reviews of account balances as well as financial information maintenance in accordance with agency policies and procedures. GCS has experienced personnel intimately familiar with government appropriations law and financial accounting. We also help clients assure compliance with corporate policies and government regulations such as Cost Accounting Standard (CAS), Defense Contract Audit Agency findings, and assessing changes to disclosed accounting practices under Cost Accounting Standards.
