Program Assessment and Control
GCS resources are available to perform assessments of acquisition
operations to identify problem areas and recommend strategic and operational
improvements. This includes conducting validation reviews, assessments,
and analysis of the overall acquisition program; elements within the
acquisition program; acquisition operations and practices at specific
sites; and individual acquisitions.
The assessments begin with a review of documentation,
reports, and other literature that describe the current situation and
lays the foundation for formal data collection and in-person interviews
to gain a thorough understanding of the context, policies, processes
and constraints in which acquisitions proceed. Each analysis compares
acquisition operations against benchmarks, identifies issues, and recommends
actions/options to improve efficiency and effectiveness. Assessment protocol
includes regular incremental program reviews.
Contract Compliance & Internal Reviews
GCS’ team of policy and acquisition experts has developed
a repeatable process and a suite of tools to systematically review hundreds
of contract files to determine their compliance with federal and agency
regulations. Our customers use this information to identify specific
file weaknesses, common trends across the organization, as well as areas
where further policy guidance, training or process improvements could
enhance the quality of future procurement actions.
Earned Value Management
Earned value management has been adopted by Federal agencies
as an effective tool to integrate technical performance requirements,
resource planning, schedules, and project risk. GCS provides customers
trained contract and management professionals to assist in the design
and monitoring of these vital systems as they continue to embrace these
systems for improved management insight.
