their specific acquisition needs by providing policy research, legislative
trend analysis and recommendation, expert advice on acquisition policy
and procedures, user community needs assessments, policy curriculum development,
and training delivery.
Requirements Analysis
The key to ensuring an effective acquisition is the development
of realistic, achievable requirements that reflect a deep understanding
of the user community and its overarching mission. GCS assists customers
in the preparation of Statements of Work/Statements of Objectives and
other requirements documentation by helping program offices in drafting
specifications and requirements, overall coordination of the requirements
process, and/or focused consultation during critical steps in this process.
Source Selection Management
Whether assisting in the preparation of a major competitive
solicitation or supporting the contracting officers and program offices
in an informal vendor screening, GCS is the Federal government’s
choice for the myriad of activities that comprise this vital function.
Our services include market research/surveys to identify and document
potential sources including consideration for agencies socio-economic
goals, as well as the professional and administrative support to develop
briefings, draft technical evaluation plans, consolidate and document
source selection evaluation and the associated decisions.
Risk Management
It is imperative for acquisition and program offices to understand,
plan for and mitigate the risks that are inherent in the Federal procurement
marketplace. GCS professionals assist customers in the planning stages
to ensure risk areas are identified; assist in the monitoring of contract
activities for early detection of problems, and on those occasions where
a contractor is no longer serving the needs of an agency, GCS staff assists
by providing termination assistance services.
